The Technical Education Department aims towards making available these trained technically qualified hands to serve the industry and society. Technical education system is thus made flexible enough to adapt to rapid change. In the state, the Department of Technical Education plays a lead role in the Technical education sector.
The Directorate of Technical Education ensures a planned development of Technical Education in the state consistent with the policies of State and the Nation. We are committed to provide need based, quality technical and professional human resources to the industry, business and community.
The Department of Technical Education, as it is known today came into existence in the year 1981, having under its ambit both Polytechnics and Industrial Training Institutes (ITI's). It owes its genesis to the Department of Industrial Training and Employment which in 1979 diverged into the Directorate of ITI's lasting till 1981. Polytechnic Institutes were then under the Higher Education Department before the formation of the Department of Technical Education.
The Department initially had 07 ITI's and 02 Polytechnics, which over a period of time have grown to 60 ITI's {54 in Government Sector and 06 in Private Sector} and 32 Polytechnics {24 in Government Sector and 08 in Private Sector} out of 24 Government Polytechnics 02 Polytechnics one each are operating under the administrative control of Islamic University of Science and Technology (IUST) Awantipora Pulwama and Baba Gulam Shah Badshah University (GBSBU) Rajouri.
The Intake capacity in ITI's as of now is at 15763 in 72 varied trades of 06 months, 01 year and 02 years durations in formal mode of training. In Polytechnics AICTE recognized 03 year Diploma Programs in 16 different courses are being offered with an intake of 5655 seats.
Besides formal training in our established institutes both in ITI & Polytechnic sectors various other schemes of human resource capacity development have been taken up in hand by the department. The department is acting as a nodal department for Skill Development Mission in the state with having its own target of training 78593 numbers of youth in different employable technical skills over a period of 05 years, till date 24626 youth during 2012-13 received training within and outside the state. The department is set to achieve a target of 44813 during the current financial year of 2013-14. VTPs, ITI's in Public Private Partnership mode (PPP), besides other centrally funded schemes are operational in the ITI sector of the Department.
In Polytechnic sector 18 new Polytechnics have been established and are functional since 2012 thereby increasing the seating capacity in core and specialized engineering and non engineering disciplines.
11 Polytechnic Institutes {04 Government and 07 Private} are participating in a centrally funded scheme of Community Development through Polytechnic (CDTP}. Through CDTP scheme 03/06 months Short Term Skill oriented training Programme are being conducted for rural poor for uplifting their economic conditions.
Thus the Department of Technical Education has envisioned creating a Human resource pool with spectrum of Technical competencies at cutting edge levels and is achieving its goals by expanding access to Technical Education & Training to all through expansion and up-gradation while improving the quality standards of Education & Training by regular revision of curriculum through strong industry interaction.
Draughtsman (Civil)

Giving setting out of site, supervision of civil work etc.

- However, ITI passed out trainees are getting employment in many Gulf countries, European countries, Australia, New Zealand, Singapore etc.
Progression Pathway
- Can appear in 10+2 examination through National Institute of Open Schooling (NIOS) for acquiring higher secondary certificate and can go further for General/ Technical education.
- Can take admission in diploma course in notified branches of Engineering by lateral entry
- Can join as semi-skilled worker in the industry and can become supervisor after doing part-time diploma in relevant branch of Engineering after which they will be employed in construction industry as skilled worker and can become supervisor after doing part-time diploma in relevant branch of Engineering
- Can join Apprenticeship programme in different types of industries leading to National Apprenticeship certificate (NAC) after which they will be employed preferably in construction industry as skilled worker and can become supervisor after doing part-time diploma in relevant branch of Engineering
- Can join Crafts Instructor Training Scheme (CITS) in the trade for becoming instructor in ITIs.
